When Riverside Fire Chief Tedd Laycock retired in February, it was under doctor's orders. Five days before his Feb. 10 announcement, a doctor conducted a medical-legal evaluation that stated Laycock suffered from asthma and other lung conditions because of smoke inhalation at work, according to the workers' compensation appeal Laycock filed against the city.
